开封市建设黄河流域对外开放门户的路径探究

Study on the Route of Kaifeng City Developing a Gateway for Opening up the Yellow River Basin

《黄河流域生态保护和高质量发展规划纲要》的制定和颁布实施,给黄河流域各地区经济社会发展带来了重大历史机遇。建设黄河流域对外开放门户有利于巩固脱贫攻坚成果,实现脱贫攻坚与乡村振兴有效衔接,同时有利于区域经济协调发展,实现共同富裕的愿景。开封是一座古都,作为黄河沿岸的重要城市,应积极把握并充分利用这一重大历史机遇,建设黄河流域对外开放门户,促进区域经济协调发展。为此,要立足现实,加强中国(河南)自由贸易试验区开封片区、开封海关等高能级对外开放平台建设,实施“走出去”和“引进来”战略,积极参与并深度融入“一带一路”建设,同时,大力引进人才和项目,夯实对外开放基础、拓宽对外开放路径。只有这样,才能实现生态保护和经济社会高质量发展的目标。

The formulation,promulgations and implementation of the Guidelines for Ecological Protection and High-quality Development in the Yellow River Basin have brought great historical opportunities to the economic and social development in the Yellow River Basin.As an important historical ancient capital along the Yellow River,Kaifeng should actively grasp and make full use of this great historical opportunity to realize ecological protection and high-quality economic and social development by building a gateway for opening up the Yellow River basin.This paper mainly analyzes the cause and importance of Kaifeng's construction of the gateway for opening up the Yellow River Basin which is conducive to consolidating the achievements of poverty alleviation,realizing the effective connection between poverty alleviation and rural revitalization,and promoting the coordinated development of regional economy and realizing common prosperity.On this basis,this paper discusses the realistic foundation of Kaifeng Yellow River Basin's opening up from the aspects of China(Henan)Pilot Free Trade Zone Kaifeng area,Kaifeng Customs and other opening platform construction to Kaifeng's full participation in the Belt and Road Initiative.Finally,the specific path of Kaifeng Yellow River Basin's opening up is proposed,including creating more high-level opening platforms,deeply integrating into the Belt and Road Initiative,implementing the combination of“going global”and“bringing in”.
