黑龙江省实现高质量就业的公共就业服务体系研究

就业是最大的民生。实现充分就业是宏观经济政策四大目标之一,而提供公益性就业服务、促进充分就业和高质量就业是政府的重要职责。优化公共就业服务体系是实现高质量就业的重要条件。针对当前黑龙江省公共就业服务体系存在的主要问题,坚持有效发挥市场决定性作用和更好发挥政府调节作用相结合的原则,应从完善以财政社保为主的政策保障机制、建立城乡统一的公共就业服务均等化供给体制、健全多元化的公共就业服务机构、加强公共就业服务信息平台建设等方面完善黑龙江省公共就业服务体系。

Employment is the biggest livelihood.Achieving full employment is one of the four major objectives of macroeconomic policy,and providing public welfare employment services and promoting full employment and high-quality employment is an important responsibility of the government.Optimizing the public employment service system is an important condition for achieving high-quality employment.In view of the main problems existing in the current public employment service system in Heilongjiang Province,adhering to the principle of giving full play to the decisive role of the market effectively and giving better play to the regulatory role of the government,we should improve the policy guarantee mechanism based on financial and social security,establish an equal supply system of public employment services in urban and rural areas,improve diversified public employment service institutions and strengthen the construction of public employment service information platform,so as to refine the public employment service system of Heilongjiang Province.
