国土空间规划体系下村庄发展潜力评价模型构建研究--以黑龙江省大庆市肇源县新站镇为例

Study on the Construction of the Evaluation Model of Village Development Potential Under the Land and Space Planning System:A Case of Xinzhan Town in Zhaoyuan County,Daqing,Heilongjiang

在乡村振兴和国土空间规划对村庄规划提出新要求的背景下,国土空间规划体系下村庄发展潜力评价是合理落实上位空间规划指标、优化村庄分类、有效指导实用性村庄规划编制的重要一环。本文提出“底线控制—潜力评价—分区分类”的村庄评价模型建构思路,在“三区三线”作为村庄发展底线先行控制基础上,构建包括4个准则层、10个一级指标和27个二级指标的综合村庄发展潜力评价指标体系,结合AHP和Delphi法确定各指标的相对权重,并对县域村庄分区分类发展指引展开探讨,以大庆市肇源县新站镇为实证案例,验证评价模型的可行性及可信度,以期适应乡村复杂多样的发展需求。

Under the background of the new requirements put forward by rural revitalization and land and space spatial planning for village planning,the evaluation of village development potential under the territorial spatial planning system is an important link to reasonably implement the upper spatial planning indexes,to optimize the classification of villages,and to effectively guide the practical village planning.This paper proposes a novel idea of constructing a village evaluation model of“baseline control,potential evaluation and zoning classification”.On the basis of“three districts and three lines”as the baseline control of village development,a comprehensive evaluation index system of village development potential is constructed,which includes 4 criteria layers,10 first-level indicators and 27 second-level indicators.Combined with AHP and Delphi method,the relative weight of each index is determined,and the county level classification of villages and village classification development guidelines are discussed,and then Zhaoyuan County of Daqing is taken as an empirical case to verify the feasibility and credibility of the evaluation model so as to meet the complex and diverse development needs of the rural.
