新时期实用性村庄规划编制体系研究

Study on Practical Village Planning System in the New Period

国家乡村振兴战略的提出,为乡村的转型与发展提供了全新背景,同时也对实用性村庄规划的编制提出了新要求。本文从新时期城乡关系视角出发,在对乡村振兴背景下城乡关系再认识的基础上,提出了实用性村庄规划的内涵应包含村庄发展建设与国土资源管控两个层面的内容。为使规划简单、实用、易懂,从管控纵向传递和发展横向引导两个维度构建实用性村庄规划编制体系,并从技术路径、内容体系两方面进行路径探讨。

The proposal of the national rural revitalization strategy provides a brand new background for the transformation and development of villages,and also puts forward new requirements for the preparation of practical village planning.From the perspective of urban-rural relationship in the new period,this paper proposes that the connotation of practical village planning should include two levels of village development and construction and control of national land and resources based on the reconceptualization of urban-rural relationship in the context of rural revitalization.In order to make the plan simple,practical and easy to understand,the practical village planning preparation system is constructed from two dimensions of vertical transmission of control and horizontal guidance of development,and the path is discussed from two aspects of technical path and content system.
