河谷型城市城镇开发边界划定研究--以柞水县为例

Study on the Boundary Delimitation of Town Development in River Valley Cities:A Case of Zhashui County

城镇开发边界划定作为国土空间规划工作中的重点,各地市都在积极探索契合地方实际发展需求和体现地方特色的划定技术路线与方法。柞水县作为典型的河谷型城市,面临着建设用地总量匮乏、城镇发展方向无序蔓延等问题。以柞水县河谷型地貌下城镇开发边界划定困境为切入点,以供需平衡作为技术路线,在规划其所能承载的最大建设用地规模上,结合“双评价”结果划定柞水县城镇开发边界,引导城市建设用地高效利用,促进柞水县的集约化发展。

As the core content of territorial space planning,urban development boundary is actively explored in various cities to find the technical route and method that fit the local actual development needs and reflect local characteristics.Zhashui County,as a typical river valley city,is faced with such problems as lack of total construction land and disorderly spread of urban development direction.In view of the urban development boundary delimitation dilemma under the river valley landform in Zhashui County,with the balance of supply and demand as the technical route,and on the basis of the maximum construction land scale that can be carried by the end of planning,the urban development boundary of Zhashui county is delimited in combination with the results of“double evaluation”,so as to guide the efficient use of urban construction land and to promote the intensive development of Zhashui county.
