Thoughts on Shanghai Regulatory Detailed Planning Technology

近年来,上海市牢固树立控规引领发展的理念,不断完善相关的管理体制机制,保障控规制定的科学性、合理性和权威性,但实际工作中仍然存在一些不足和薄弱环节,如控规调整数量偏多、编制周期较长等。为不断提高控规的编制质量和提高控规的管理效率,有必要进一步深入研究控规的定位,解决好纵向上下、横向左右与相关规划或建筑管理的关系,切实发挥规划管控、综合、协调和预测的功能。本文针对目前上海控规编制中存在的针对性、适应性、协同性和整体性不足的问题,提出区分对象、刚柔并济、明确边界、动态维护的远期设想,并建议近期从指标体系、规划执行、实施反馈、控制通则等四个方面对现有控规编制技术进行完善。

In recent years,Shanghai has firmly established the concept of leading the development with regulatory detailed planning,and constantly improved relevant management systems and mechanisms to ensure the scientific,reasonable and authoritative nature of the formulation of regulatory detailed planning.However,there are still some shortcomings and weaknesses in actual work,such as too much adjustment of the regulatory planning,too long compilation cycle,and so on.In order to continuously improve the quality and management efficiency of regulatory detailed planning,it is necessary to further study the positioning of regulatory detailed planning,to solve the relationship between vertical,horizontal,left and right,and related planning or construction management,and to give full play to the functions of planning control,integration,coordination and prediction.Aiming at the problems of pertinence,adaptability,synergy,and lack of integrity in the current compilation of Shanghai regulatory detailed planning,this paper proposes a long-term vision of distinguishing objects,combining rigidity and flexibility,clarifying boundaries,and dynamic maintenance,and recommends to improve the existing regulatory detailed planning compilation technology from four aspects of the indicator system in the near future,plan implementation,implementation feedback,and general control rules.
