Household Pulse Survey in the United States Under COVID-19:Practice and Enlightenment

新冠疫情暴发以来,调查数据在精准刻画经济社会发展、深入揭示总体结构性特征方面发挥了重要作用,同时在数据时效和灵敏性上独具优势。美国面对突发疫情开展的即时微观调查项目--每周家庭脉搏调查(HPS)在灵活敏锐捕捉经济金融热点难点、提高数据有效性、丰富学术研究视角、合理引导公众预期增强政策效应等方面成效突出。本文对HPS的设计框架、组织实施特点、数据成果运用等进行了深入剖析比较,研究发现相关经验对我国积极发挥调查数据价值有重要借鉴作用。

Since the occurrence of COVID-19 epidemic, data from survey have played an important role in accurately reflect economic and social development and deeply revealing structural characteristics, meanwhile it has unique advantages in data timeliness and sensitivity. The near real-time micro survey program--Household Pulse Survey(HPS) carried out in the United States in face of epidemic outbreaks has achieved outstanding results in flexibly and sensitively capturing economic and financial hot spots and difficulties, improving data validity to enrich academic research perspectives, reasonably guiding public expectations to enhance policy effects. This paper makes an in-depth analysis and comparison of HPS’s design framework, characteristics of organization and implementation, application of data achievements, the analysis shows that relevant experience can be an important reference for China to actively exert the value of survey data.
