乡村空间规划的理论功能与实践经验——以重庆市Y村为例

Study on Theoretical Investigation and Practical Experience of Spatial Planning at Village-level in China: A case study of Y Village in Chongqing

乡村空间规划是国土空间规划的重要组成部分,是正确处理乡村振兴中顶层设计和基层探索关系的重要方面。遵循“问题导向—理论构建—实践路径”的逻辑进路,对乡村空间规划的现实需求、政策向度和实践经验进行考察发现,乡村空间规划在理论上具有生产、生活、生态、生财“四生”功能,并与全面推进乡村振兴中一二三产业融合发展、社区营造、绿色环保和共同富裕的政策取向高度吻合,是提升乡村空间现代化治理能力的重要手段;案例区实践表明,通过乡村空间规划对村域空间利用布局优化和结构调整,实现了宏观调控治理与微观精细管理的有效衔接,整体提升了村域土地利用功能价值,推动了乡村的转型发展。

The spatial planning at village-level is an important part of national land spatial planning and an important aspect of correctly handling the relationship between top-level design and grassroots exploration in rural revitalization. Following the logical approach of“problem orientation-theory construction-practical path”, this paper analyzed the practical needs, policy orientation and practical experience of spatial planning at village-level. The result shows that in theory, the spatial planning at village-level has four functions of production, living, ecology and wealth. It is highly consistent with the policy orientation of comprehensively promoting the three-industries integration, community building, green environmental protection and common prosperity in rural revitalization, and is an important means to improve the modern governance capacity of rural space modernization. The village practice indicates that through the optimization of the layout of the village space utilization and structural adjustment, the case village has realized the effective connection of macro-control governance and micro-fine managemen, improved the functional value of village land use as a whole, and promoted the transformation and development of the village.
