环境规制与二氧化碳排放——基于企业减排动机的理论和实证分析 被引量:1

摘要 通过建立微观企业碳排放模式对环境规制强度的响应模型,分析企业选择低碳排放生产模式的环境规制强度门槛,考察减排技术、减排投入、“绿色”产品需求等因素的异质性对该门槛大小的影响,并选取2000-2017年中国省际面板数据对上述关系进行实证分析。研究结果显示环境规制减少了中国二氧化碳排放,但影响弹性较小,减排技术水平越低、减排投入比越高、人均收入越高的地区,环境规制降低二氧化碳排放的作用越不明显。 The paper establishes the response model of micro-enterprise carbon emission model to the intensity of environmental regulation,examines the threshold of environmental regulation intensity for enterprises to choose low-emission mode production,and analyzes the impact of heterogeneity of factors such as emission reduction technology,emission reduction input and demand for “green” products.On the basis of that,the thesis selects 2000-2017 Chinese provincial panel data to conduct an empirical analysis of the above theory.Studies show that environmental regulations reduce China’s carbon dioxide emissions but have less impact elasticity.The lower the level of emission reduction technology,the higher the ratio of emission reduction inputs and the higher the per capita income,the less obvious the effect of environmental regulations on reducing carbon dioxide emissions.Adjusting the intensity of environmental regulation according to the heterogeneous characteristics of green consumption and green production in various regions can improve the emission reduction effect of environmental regulation.
