长江经济带水资源与区域高质量发展和谐度评价研究

Evaluation on the Harmonious Degree between Water Resources and Regional High-Quality Development in the Yangtze River Economic Belt

以新发展理念为指导,提出长江经济带水资源与区域高质量发展和谐的内涵并阐述其和谐特征,从创新、协调、绿色、开放、共享五个维度构建了长江经济带水资源与区域高质量发展和谐度评价指标体系,采用熵权法和模糊联系度分析法对2018年长江经济带沿线11省份水资源与区域高质量发展和谐度进行综合评价。结果表明:长江经济带共享维度和绿色维度和谐度水平较高,开放、协调及创新维度和谐度水平较低;就各维度内指标而言,进出口虚拟水量、外资总额虚拟水量等指标和谐度水平较低,节水灌溉指数、城乡居民人均虚拟水量之比、人均水资源量、节约用水情况等指标和谐度水平在长江经济带上、中、下游的分布呈现不同空间特征。因此,需因地制宜、多措施并举地提升长江经济带水资源与区域高质量发展的和谐度水平。

This study put forward the connotation of the harmony between water resources and regional high-quality development in the Yangtze River Economic Belt based on the new development concepts,and expounded the characteristics of the harmony from the dimensions of innovation,coordination,green,openness and sharing.Then,the evaluation index system of harmony degree between water resources and regional high-quality development was constructed.And the entropy weight method and fuzzy correlation analysis method were used to comprehensively evaluate the harmony degree between water resources and regional high-quality development in 11 provinces along the Yangtze River Economic Belt in 2018.The results showed that:The harmonious levels of sharing dimension and green dimension in the Yangtze River Economic Belt were high,and the harmonious levels of openness,coordination and innovation dimension were low.In terms of the indicators within each dimension,the levels of harmony degree of indicators such as import and export virtual water volume and foreign capital dependence were generally low.The harmony degree distributions of indexes such as water-saving irrigation index and ratio of urban and rural residents’ per capita virtual water quantity were higher in the downstream area and lower in the middle and upper reaches,while the harmony degree distributions of indexes such as per capita water resource quantity and water saving situation showed opposite spatial characteristics,i.e.,lower in the downstream area and higher in the middle and upper reaches.Therefore,it is necessary to take multiple measures to improve the harmony between water resources and high-quality development in the Yangtze River Economic Belt according to local conditions.
