粤港澳大湾区生态基础设施建设可行性分析与政策建议

Feasibility and Policy Suggestion of Constructing Ecological Infrastructure in the Guangdong-Hong Kong-Macao Greater Bay Area

粤港澳大湾区(以下简称“大湾区”)在我国发展大局中具有重要地位,但快速的城市化和工业化发展导致当地生态环境问题凸显。生态基础设施是提升和改善城市生态系统服务能力的重要手段。为此,论文从国家政策、区域经济和教育背景等方面,对大湾区生态基础设施建设可行性进行了探讨。研究结果表明:大湾区生态环境问题显著,尤其是水环境问题;当前生态基础设施建设技术较为完善,能有效支撑大湾区生态基础设施建设;明显的政策、经济和教育优势,为大湾区生态基础设施建设提供了良好的社会环境。最后,论文从多角度对大湾区城市生态基础设施建设提出相关政策建议,旨在探索大湾区生态基础设施建设的有效途径,助力大湾区城市可持续发展。

The Guangdong-Hong Kong-Macao Greater Bay Area (GBA) plays a vital role in China’s overall development.However,in rapid urbanization and industrialization,a series of environmental problems have emerged in GBA.Ecological infrastructure is an essential means to enhance and improve the urban ecosystem’s service capacity.Therefore,this paper discusses the feasibility of ecological infrastructure construction from national policies,regional economy,and educational background in the GBA.The results show that the region’s ecological environment problems are serious and especially water problem is more significant.The technology of ecological infrastructure construction is relatively perfect,which is enough to support the GBA’s ecological infrastructure construction.Besides,the advantages in policy,economy and education provide an excellent social environment for building the GBA’s ecological infrastructure.Finally,from multiple-perspectives,this paper puts forward relevant policy suggestions for constructing urban ecological infrastructure,aiming to explore practical ways to build ecological infrastructure to facilitate the GBA’s sustainable development.
