摘要
该文阐述了第三方机构在高校安全管理方面的现状以及存在的问题,构建了“1+3+3”安全管理体系,提出了第三方机构业务安全评价指标框架,论述了事前评估、事中监控、事后定级的安全管理机制。随着数字与数据基础设施在实验室广泛使用,展望了信息技术驱动实验室发展对第三方机构的有效替代与挑战,以期为建设世界一流大学提供有效的条件保障与技术支撑。
The status and existing problems of third-party institutions in university safety management is expounded upon, the “1+3+3” safety management mechanism is constructed, the business safety evaluation index framework of third-party institutions is put forward, and the safety management system of pre-evaluation,in-process monitoring and post-grading is discussed. With the extensive use of digital and data infrastructure in laboratories, this paper looks forward to the effective substitution and challenge of information technology driven laboratory development to the third-party institutions, in order to provide effective condition guarantee and technical support for the construction of world-class universities.
