研究生教育资源配置效率研究——基于经典DEA与三阶段DEA的比较分析

Research on the Allocation Efficiency of Postgraduate Educat ional Resources:A Comparative Analysis of Classic DEA and Three-Stage DEA

我国研究生教育正经历由大到强的转变,资源配置效率是研究生教育质量的重要体现。利用经典DEA和三阶段DEA方法测量各省研究生教育资源的配置效率,研究发现:研究生教育资源配置效率整体偏低,效率的贡献主要来自规模扩张;效率评价需考虑地区间资源禀赋和随机因素影响。研究认为:资源配置的重点应从全国范围的空间均衡转向区域内部协调发展;结合地方发展需求,优化研究生学科专业设置,盘活研究生教育存量;优先培养能够引领当地经济社会发展、推动当地科学技术进步的高质量紧缺型人才。

China’s postgraduate education is undergoing a transformation from large to strong, and efficient allocation of resources is an important reflection of high-quality postgraduate education. This paper uses classical DEA and three-stage DEA to measure the allocation efficiency of postgraduate education resources in different provinces, and finds that the allocation efficiency of postgraduate education resources in China is on the low side, and the contribution of efficiency mainly comes from scale expansion. In addition, regional resource endowment and random factors should be considered in efficiency evaluation. It is concluded that the focus of resource allocation should be shifted from a nationwide spatial balance to a coordinated development within the region;and universities should optimize the setting of disciplines and specialties of graduate students and revitalize the stock of graduate education according to local development needs.Give priority to the training of high-quality talents who can lead the local economic and social development and promote the local scientific and technological progress.
