“不忘初心、牢记使命”的制度化是中国共产党思想建党与制度治党深度融合的成果。建立不忘初心、牢记使命制度是以筑牢党的思想根基、锤炼党员政治品格和提升全党创新能力为目标;有着解决思想问题与解决实际问题的有机结合、做到成就激励与刚性约束的双向发力、坚持守正与创新协同共生的效能。为了最大限度发挥其效能,可以从理论学习、信仰培育、行为考评与问题查改四个方面来建构不忘初心、牢记使命的制度化体系。

The institutionalization of "remain true to our aspiration and keep our mission firmly in mind " is the result of the exploration of the deep integration of Ideological Party building and institutional party governance of the Communist Party of China. Its innovative level specifies the goal, efficiency and future of institutionalization. The goal of the formation of the system is to consolidate the ideological foundation of the party, temper the political character of Party members and enhance the innovation ability of the whole party.The institutional construction of "remain true to our aspiration and keep our mission firmly in mind" has the governance efficiency of organic combination of solving ideological problems and solving practical problems,achieving the two-way development of achievement incentive and rigid constraint, and adhering to the symbiosis of integrity and innovation. In order to maximize its effectiveness, we can build an institutionalized system from four aspects: theoretical learning, belief cultivation, behavior evaluation and problem checking.
