社区农园管理策略研究--基于英国份地农园的启示

The Strategies on Community Garden Management:An Enlightenment from the Allotment Garden in UK

近几年,社区农园作为一种重要的城市绿色微更新形式在我国诸多城市大量涌现,但作为新的城市空间类型,其健康发展亟需管理策略加以指导。本文围绕管理制度发展成熟的英国威尔士地区份地农园,对该类型空间的管理策略进行探讨。研究梳理了英国份地的概念和发展历程,并从直接管理、自管理、份地农园政策体系三方面解析英国份地的管理模式。在此基础上结合我国国情,从制定社区农园的发展政策和专项规划、设立社区农园行政管理部门和社区农园协会、制定清晰的管理协议和管理规则三方面提出推动我国社区农园发展的管理建议。

In recent years,as one of the micro green urban renewal modes,community gardens emerge in large numbers and develop rapidly in many cities.To promote the healthy and orderly development of community gardens,this paper discusses about the management strategies,embracing with the allotment garden practices in Wales in UK.Firstly,it reviews the concept and development process of allotment garden in UK.Then,it analyzes the management mode from three aspects of direct management,self-management and allotment policy system.Next,based on the condition of China,this paper recommends to promote the development of community garden from corresponding three aspects:formulating development policy and special planning for community gardens,establishing community garden administrative department and community garden association,and making out clear management agreement and management rules.
