Development of Technical Workers’Education during the 13th Five-Year Plan:Achievements,Puzzles and Prospects

"十三五"期间,技工教育在国家加快推进现代职业教育发展的背景下,办学规模趋于稳定、政策环境大幅改善、教育教学质量明显提高,培养了大批社会急需的技能人才,取得了显著成就。但在发展中技工教育也仍然存在一些困惑,技工教育社会认可度低,人社部门办学与教育部门办学不接轨,技工教育毕业生学历没有得到全面认可。在"十四五"开局之年,"技能中国行动"为技工教育提供了蓬勃发展的大好机遇,技工教育要主动融入现代职业教育体系,推进技工教育学历逐渐被社会承认。

During the"13 th Five-Year plan"period,technical workers’education under the background of accelerating the development of modern vocational education,school scale tends to be stable,the policy environment has been greatly improved,the quality of education and teaching improved significantly,training a large number of urgently needed social skills,which has made remarkable achievements.However,there are still some puzzles in the development of technical workers’education.The social recognition of technical workers’education is low,the running of human resources and social security departments is not in line with the running of education departments,and the qualifications of technical workers’education graduates are not fully recognized.At the beginning of the"14 th Five-year Plan",the"Skills China Action"provides a good opportunity for the vigorous development of technical workers’education,technical workers’education should actively integrate into the modern vocational education system,and promote the technical workers’education qualifications gradually recognized by the society.
