国土空间规划背景下土地使用强度与交通容量互动控制研究

摘要 城市建设不仅带来土地使用强度的提升,也引发交通需求的增长。许多城市建成区的实际交通需求远超过现有交通系统的服务能力,出现了越建设越拥堵的现象。针对城市建成区中土地使用强度与交通容量不匹配的问题,为了明确二者之间互动影响原理,进而建立二者之间的协同优化方法。本文尝试在国土空间规划新要求背景下,构建土地使用强度与交通容量的多层次耦合关系,在此基础上探析二者多层传导反馈的互动控制机制,建立土地使用强度与交通容量之间的转化方法,实现对二者的协同优化,并以改造度决策评价结果作为对目标项目优化改造类型的判断依据,为最终实现土地使用强度与交通容量之间的协同提供决策方向。 Urban construction not only improves the intensity of land use, but also leads to the growth of traffic demand. The actual trafc demand of many urban built-up areas far exceeds the service capacity of the original transportation system, and the more construction, the more congestion occurs. Aiming at the mismatch between land use intensity and traffic capacity in urban built-up areas, in order to clarify the interaction principle between them and to establish a collaborative optimization method between them, this paper attempts to build a multi-level coupling relationship between land use intensity and trafc capacity under the background of the new requirements of land and space planning, On this basis, this paper analyzes the interactive control mechanism of multi-layer conduction feedback between the two, establishes the transformation method between land use intensity and trafc capacity, realizes the basis of collaborative optimization between the two, and takes the transformation degree decision evaluation results as the judgment basis for the optimization and transformation type of the target project, so as to provide decision-making direction for finally realizing the coordination between land use intensity and traffic capacity.
