"十三五"以来,铁路货运发展面临前所未有的新形势、新问题。从货运量、货运结构、减税降费、中欧班列4个方面详细阐述了"十三五"铁路货运市场化改革取得的成就。运用SWOT(strengths优势、weaknesses劣势、opportunities机遇、threats威胁)分析法分析铁路货运发展面临的新形势。从强化铁路物流基础设施网络、推进货运信息化及智能化、优化货运产品体系、加强国际运输通道、创新货运营销机制建设等方面展望"十四五"铁路货运发展的总体思路,探讨我国铁路货运高质量发展的方向。

Since the 13th Five-Year Plan,rail freight development has been facing the unprecedented new situations and challenges.The achievements of the“13th Five-Year”Rail Freight Market-oriented Reform are detailed in four aspects:freight volume,freight structure,tax and fee reduction,and CHINA RAILWAY Express Train.The analysis method of SWOT(strengths,weaknesses,opportunities and threats)is applied to analyze the new situation faced by rail freight development.This paper discusses the direction of high-quality development of railway freight in China from the perspective of strengthening railway logistics infrastructure network,promoting freight informatization and intellectualization,optimizing freight product system,strengthening international transportation channels,innovating freight transport and marketing mechanism construction,etc.
