基层政府社会矛盾治理能力评估指标体系构建研究——基于扎根理论的视角

Research on the Index System of Social Contradiction Management Ability of Grassroots Government——From the perspective of grounded theory

随着社会矛盾不断复杂化、弥散化、重叠化,基层政府社会矛盾治理能力已经从基层政府治理中的边缘性问题上升为压倒一切的中心问题。由于各地社会矛盾治理经验各不相同,基于扎根理论形成“主体维度”“过程维度”两个主范畴,以“治理主体-治理过程”为视角,将基层政府社会矛盾治理能力划分为政治领导力、矛盾预测力、矛盾回应力、矛盾容纳力、矛盾化解力五个基本维度。遵循科学性、系统性、可行性原则,构建包含5个一级指标、14个二级指标和57个三级指标的基层政府社会矛盾治理能力指标体系,采用层次分析法对其进行权重赋值,得出能够准确评估基层政府社会矛盾治理能力的指标体系。

As social contradictions continue to become more and more complicated,diffused and overlapping,the ability of grassroots government to manage social contradictions has risen from a marginal problem to an overwhelming central problem.Because experience in the management of social conflicts varies from place to place,based on grounded theory,two main categories are formed in the management,known as“subject dimension”and“process dimension”.From the perspective of“governance subject-governance process”,the social contradictions governance capacity on the part of grassroots government is divided into 5 basic dimensions,namely,political leadership,contradiction prediction capacity,contradiction response capacity,contradiction tolerance capacity,and contradiction resolving capacity.In accordance with the principles of scientificalness,systematization and feasibility,the index system of social contradiction governance ability of grassroots governments is constructed,which contains 5 first-level indicators,14 second-level indicators and 57 third-level indicators.AHP is used to assign weights to them.As a result,the index system is obtained that can accurately evaluate the social contradiction governance ability of grassroots government.
