人类命运共同体视域下的全球生物安全治理——现状分析、原因探究与路径选择

新冠肺炎疫情的爆发给人类带来巨大冲击的同时,再次警醒我们全球生物安全面临严峻形势,全球生物安全治理亟需全面革新。在西方治理理论与治理实践濒临破产、部分发达国家维护全球生物安全的意愿与能力持续下降的背景下,如何以基于人类命运共同体理念的中国方案,消除全球范围内不断加剧的突发重大传染病、生物技术误用、生态危机等生物安全威胁,消解资本逻辑、权力政治的宰制,进而实现全球生物安全治理,成为国际社会重点关注的主题。坚持人类命运共同体理念,革新全球生物安全治理思维,明晰生物安全治理参与主体,创新全球生物安全治理机制,扎根中国大地服务全球社会,推进全球生物安全治理人才培养,等等,是我国积极探索推动全球生物安全治理的必然选择。

While the outbreak of the new crown pneumonia epidemic has brought about a huge impact on mankind,it once again warns that our global biosecurity is faced with a severe situation,and the global biosecurity governance is crying for a comprehensive innovation.Against the background of western governance theories and practices on the verge of bankruptcy,and the willingness and ability of some developed countries to maintain global biosecurity in continuous decline,it has become a main concern of the international community how to make use of the Chinese approach based on the concept of“community with a shared future for mankind”to eliminate the biosecurity threat from the ever worsening serious epidemic that has broken out suddenly worldwide,the misuse of biotechnology,the ecological crisis and other biosafety threats,and how to eliminate the dominant governance of capital logic and power politics,and then to achieve global biosafety governance.Adhering to the concept of a community with a shared future for mankind,innovating global biosafety governance pattern,clarifying the participants in biosafety governance,innovating the global biosafety governance mechanism,taking root in China for the service to the global society,and promoting the cultivation of global biosafety governance talents,etc.,all these are inevitable choices for China to actively explore and promote global biosafety governance.
