十八大以来纪检监察工作高质量发展的内涵、机制与经验

通过对经济高质量发展内涵的研究文献回顾及其哲学基础的解析,发现纪检监察工作高质量发展具体地历史地统一于经济社会高质量发展之中,是以人民为中心的发展,是不断提升监督执纪问责成效的发展,是在改革创新中不断解决反腐倡廉新矛盾、新问题的发展,是从根本上解决公私矛盾、实现真正廉洁的发展。回顾十八大以来的历程,纪检监察工作高质量发展在实践中形成了以坚守使命为根本指向、以聚焦改革为发展主线、以紧抓反腐为工作重心、以压实责任为推进抓手、以保持定力为基本要求、以强健队伍为基础保障的运行机制。坚持以习近平新时代中国特色社会主义思想为指导、坚决做到“两个维护”的根本任务、坚持以人民为中心的基本立场、坚持依规依纪依法履行职责的基本原则、不断深化改革创新的发展路径、始终坚持进行自我革命,是近十年来推进纪检监察工作高质量发展的基本经验总结。

Through the literature review of the connotation of high-quality economic development and the analysis of its philosophical basis,the concrete history of the high-quality development of discipline inspection and supervision is unified in the high-quality development of economy and society.It is a people-centered development,a development that continuously improves the effectiveness of supervision,discipline and accountability,and a continuous solution to combat corruption and promote integrity in reform and innovation.It is a fundamental solution to the contradiction between public and private,and the realization of a truly clean development.Looking back on the course from the 18th National Congress of the Communist Party of China,the high-quality development of discipline inspection and supervision has formed an operating mechanism in practice,that is,sticking to the mission as the fundamental orientation,focusing on reforms as the main line of development,focusing on anti-corruption as the focus of work,imposing responsibilities as the tread stone,and keeping focused and steadfast as the basic requirement that is safeguarded with a strong team.Adherence to the guideline of Xi Jinping’s new era of socialism with Chinese characteristics guarantees the fulfillment of the fundamental task of“two maintenance”,the basic people-centered position,the basic principles of performing duties in accordance with regulations,disciplines and laws,and the further deepening of reform and innovation and persistence in self-revolution,which summarizes the basic experience of the past ten years.
