民族村庄公共事务治理的困境与对策研究——基于W村串户路硬化和茶叶进村两起事件的调查

Dilemma&Countermeasures of Public Affairs Governance in Ethnic Villages:Case Study of Two Incidents in W Village

随着乡村振兴战略的实施,公共事务和公共品的供给也将是其重要构成内容。在空心化、原子化较为严重的少数民族村庄,公共事务治理及公共品的有效供给离不开村民。建立在案例分析之上,提出了当下民族村庄公共事务治理的三困:组织动员之困、基层正式组织建设之困、传统治理力量“定性”之困。针对研究发现的困境所在,提出开发本土动员资源,提供公共事务主体参与度、加强基层权威建设,发挥党建治村的优势和加强基层文化建设的拙见。

With the implementation of the Rural Revitalization Strategy,the supply of public affairs and public goods will also be its important components.In ethnic minority villages with serious hollowing and atomization,the governance of public affairs and the effective supply of public goods are inseparable from the indigenous people.Based on the case analysis,this paper puts forward three difficulties in the governance of public affairs in Ethnic Villages:the difficulty of organizational mobilization,of formal organization construction at the grass-roots level,and of"qualitative"of traditional governance forces.In view of the difficulties,this paper puts forward some humble opinions on developing local mobilization resources,providing the participation of public affairs subjects,strengthening the construction of grass-roots authority,giving full play to the advantages of Party building and village governance and strengthening the construction of grass-roots culture.
