当前,推进城乡公共文化服务体系一体建设已成为“十四五”时期文化改革发展的重要任务,城乡公共文化服务治理问题又是其中关键所在。自“十一五”启动公共文化服务体系建设以来,城乡公共文化服务治理逐渐形成了一种“中心—边缘”模式,并通过以城带乡有力改善了公共文化服务供给状况。但这种“中心—边缘”模式同样面临着以城市文化强势下乡与乡土文化被动适应为特征的城乡公共文化服务失衡问题,减损了公共文化服务治理效能。对此,应探索特色入主流、文化下乡与进城协同等融合治理路径,提高城乡公共文化服务治理效能,促进公共文化服务高质量发展。

Promoting the integration of urban and rural public cultural services has become an important task of cultural reform and development during the 14th five year plan period.The governance of urban and rural public cultural services is the key element among them.Since the construction of public cultural service system was launched in the 11th five year plan,the governance of urban and rural public cultural services has gradually explored and formed a model of "core-periphery",and effectively improved the supply of public cultural services by city promoting the countryside.However,this model also faces the imbalance of urban and rural public cultural services characterized by the strong going to the countryside of urban culture and the passive adaptation of rural culture,which impairs the quality of urban and rural public cultural services.In this regard,it is necessary to explore integrated governance paths such as the mainstreaming of characteristics and the synergy of culture going to the countryside and entering the city,so as to improve the governance efficiency of urban and rural public cultural services and promote the high-quality development of public cultural services.
