摘要
碳达峰和碳中和发展战略为区域经济绿色转型发展增加了新的约束条件。为此,将碳排放数据纳入绿色增长分析模型,采用基于估算的2010~2019年中国30个省份的二氧化碳排放量,通过SBM-DEA模型测算各区域绿色全要素生产率,利用面板数据考察碳排放约束下区域经济绿色增长的影响因素。研究结果表明:产业集聚、科技进步和人力资源因素对区域绿色增长有着显著促进作用,能耗效率和绿色投资以及外贸产品结构等是制约绿色增长的重要因素。因此,应将产业结构调整与技术创新更紧密结合,推进金融政策创新,发挥技术创新效应、结构优化效应、区域协同效应,为区域经济绿色转型发展提供持久动力。
The carbon peaking and carbon neutral development strategy has added new constraints to the transformation and development of the regional green economy.In this respect,carbon emission data is incorporated into the green growth analysis model,using estimated CO2 emissions date of 30 provinces in China from 2010 to 2019,using the SBM-DEA model to measure green total factor productivity,and using panel data to examine the influencing factors of regional economic green growth under carbon emission constraints.The result shows that industrial agglomeration,technological progress and human resource factors have significant role in promoting regional green growth.Factors such as energy efficiency,green investment,and foreign trade product structure are important factors restricting green growth.Therefore,it is necessary to more closely integrate industrial structure adjustment with technological innovation,and to promote financial policy innovation at the same time,to achieve technological innovation effects,structural optimization effects,and regional synergies,so as to provide lasting impetus for the development of green transformation of the regional economy.
