TEL视角下专利密集型产业技术锁定测度研究 被引量:3

Research on the Measurement of Patent-Intensive Industry Technology Lock-In from the Perspective of TEL

摘要 选取INNOJOY专利库中无线通讯网络专利为研究对象,采用主客观赋权方法与增长率循环指数合成方法,测度TEL视角下的技术锁定。研究发现:美国、日本以及韩国的技术锁定指数呈现上升趋势,而中国的技术锁定指数则波动性下降;中国、美国、日本以及韩国在技术要素指数、经济要素指数以及法律要素指数上具有显著的差异性特征;识别的6件核心技术均属于美国企业,集中于H04W72(WTRU控制、LTE网络与D2D信令)、H04B1(用户设备标识)以及H04L1(信道分配)技术领域。鉴于此,我国应明晰专利密集型产业的技术演进方向,强化政产学研用五方主体的联动效应,以突破式创新攻关核心技术,进而实现知识产权领域下的自主创新目标。 Cultivating the rapid development of patent-intensive industries is conducive to breaking the “technology lock-in” and realizing independent innovation in the core technology field.Based on the INNOJOY database,the wireless communication network patent is selected as the research object,and the subjective and objective weighting method and the growth rate cycle index synthesis method are used to measure the technical lock-in from the perspective of TEL.The Conclusions are:the technology lock-in index of the United States,Japan,and South Korea showed an upward trend,while the volatility of China’s technology lock-in index decreases;There are significant differences in the index;China,the United States,Japan and South Korea have significant differences in the technical factor index,economic factor index and legal factor index;The six identified core technologies belong to American companies,in 2017 and 2019,concentrated in the technical fields of H04 W72(WTRU control,LTE network and D2 D signaling),H04 B1(user equipment identification) and H04 L1(channel allocation).Therefore,we should clarify the direction of technological evolution in patent-intensive industries,strengthen the linkage effect of government,industry,universities,research institutions and application parties,and tackle key technologies with breakthrough innovation,so as to achieve the goal of independent innovation in the field of intellectual property.
