Cross-Regional Cooperation of Public Library Services and the Composite Legal System

公共图书馆跨区域合作不仅可以提高成员馆的服务能力和水平,而且能够促进区域文化服务一体化和标准化建设,进而推动我国公共文化服务均等化发展。目前我国公共图书馆服务跨区域合作主要包括总分馆、馆际联盟、对口支援和数字化4种类型,分别形成了立法规制、协议规制、行政规制和技术规制等模式,但是当前公共图书馆服务跨区域合作也存在松散性、地域性、不均衡性及软约束等问题。结合《公共图书馆法》的实施,通过公共图书馆服务跨区域合作的共同体及其组织化建设、事权与支出责任划分、资源数字化及其技术赋能,以中央一般性立法、跨区域协商性立法、地方具体性立法的复合型法治体系保障公共图书馆服务跨区域合作制度化和均等化。

Cross-regional cooperation in public library services can not only improve the service capabilities and levels of member libraries, but also promote the integration and standardization of regional cultural services, thereby promoting the equalization of public cultural services in my country.At present, the cross-regional cooperation of public library services in my country mainly includes four types: general-branch library, inter-library alliance, counterpart support and digitization, which have formed legislative regulation, agreement regulation, administrative regulation and technical regulation respectively.However, the current cross-regional cooperation of public library services has problems such as looseness, regionality, imbalance and soft constraints.Combining with the implementation of the “Public Library Law”,the paper explores the establishment of a composite legal system of central general legislation, cross-regional negotiated legislation, and local specific legislation for cross-regional cooperation in public library services, which ensures the equalization of public library services and the legalization of cross-regional cooperation from three aspects: cooperative organization, division of powers and expenditure responsibilities, and resource digitization and its technical empowerment.
