民族地区社会治理共同体建设的困境和出路研究

Research onPredicament and Path of Developing Community for Social Governance in Areas of Ethnic Groups

民族地区治理事关社稷的稳定,事关人民群众的切身利益,民族地区的治理问题对社会稳和民族团结起着举足轻重的作用,改善民族地区治理的重要途径是建设民族地区社会治理共同体。习总书记也在各种国家事务工作会议中多次强调推动民族地区社会治理共同体建设的重要性。但是既往的民族地区治理存在治理组织效能发挥受限、少数民族文化暴力冲突、群众文化水平普遍较低等问题。在社会治理共同体视角下厘清民族地区充分释放治理组织效能、以新兴技术提升民族地区应急能力、在纠纷解决中提升少数民族民众民主参与意识对于民族地区的良序善治具有规范化作用。

The governance of areas of ethnic groups which plays a pivotal role in social stability and national unity is concerned with the social stability and the vital interests of the people and it is an important way to improve the governance of areas of ethnic groupsis to build a community of social governance in the areas.General Secretary Xi has repeatedly emphasized the importance of promoting the construction of a community of social governance in the areas in various national affairs work meetings.However,the past governance in the areas has faced such problems as limited effectiveness of governance organizations,violent clashes of minority cultures,and generally low literacy level of the masses.From the perspective of social governance community,the full release of governance organization effectiveness in areas,the use of new technologies to enhance the emergency response capacity of ethnic areas,and the enhancement of the awareness of democratic participation of minority people in dispute resolution have a normative effect on the good order and good governance in ethnic areas.
