“双碳”目标下贵州省电源侧储能技术发展思路初探

摘要 贵州抽水蓄能资源站点丰富,是不可多得的电力调节基地。在新型电力系统背景下,贵州资源禀赋决定了未来贵州电力缺口主要依靠水电深度开发和抽水蓄能等储能电站。文章从电源侧发展储能的相关政策和电力市场需求及规划分析两个方面提出了贵州省电源侧配置储能面临的主要问题,从贵州能源结构调整和参与全国新型电力系统构建两侧层面,提出了在大力发展抽水蓄能,将贵州打造成电力调节基地的构想;从合理发展新型储能、大力发展抽水蓄能和推进电源侧储能政策改革以及开展电源侧风光水火储多能互补4个角度,对贵州省电源侧储能的发展提出相应合理的建议。 Guizhou is rich in pumped storage resource sites and is a rare power regulation base.In the context of the new power system,Guizhou’s resource endowment determines that the future power gap in Guizhou will mainly rely on the deep development of hydropower and energy storage power stations such as pumped storage.This article puts forward the main problems of energy storage configuration on the power supply side in Guizhou Province from the two aspects of the related policies for the development of energy storage on the power supply side and the power market demand and planning analysis.Put forward the idea of vigorously developing pumped storage and building Guizhou into a power regulation base;from the rational development of new-type energy storage,vigorously developing pumped storage,and the promotion of power-side energy storage policy reforms,as well as the development of power-side wind,water,and fire storage.From this point of view,corresponding reasonable suggestions are put forward for the development of energy storage on the power supply side in Guizhou Province.
