自百万扩招计划实施以来,全国各地职业院校积极响应号召,面向几类重点群体开展学历提升教育。百万扩招计划不仅是新时期军队稳定、军民融合发展时代要求,还是军人物质与精神追求由数量向质量转变社会发展要求,更是社会高技能人才稀缺的现实需求。本文围绕面向退役军人扩招的价值意蕴、现状进行调研分析,探讨不同层次职业院校以及军、政、行、企、校联合赋能策略。

Since the implementation of the million-enrollment expansion plan,vocational colleges all over the country have actively responded to the call and carried out academic improvement education for several types of key groups.The million-enrollment expansion plan is not only the requirement of the era of military stability and military civilian integration development in the new era,but also the requirement of social development for the transformation of military material and spiritual pursuit from quantity to quality,but also the realistic demand for the scarcity of highly skilled talents in society.This paper investigates and analyzes the value implication and current situation of the expansion of enrollment for retired soldiers,and discusses the joint empowerment strategies of vocational colleges at different levels and military,government,administration,enterprises and schools.
