流通产业助推乡村振兴:理论机制与实证检验——基于湖南省68个县域面板数据的讨论

Circulation Industry Promotes Rural Revitalization: Empirical Discussion Based on Panel Data of 68 Counties in Hunan Province

作为国民经济的基础性和先导性产业,流通产业在乡村振兴进程中发挥着重要作用。从产业结构优化、居民消费增长、公共服务提升三个维度,构建流通产业助推乡村振兴的理论分析框架,在此基础上建立计量模型,分别检验流通产业助推乡村振兴的机制。研究发现:流通产业发展能显著促进产业结构升级,作用大小依次是长株潭地区、湘南地区和洞庭湖地区,而大湘西地区的促进作用并不显著;流通产业发展能显著促进居民消费增长,长株潭地区和湘南地区流通产业发展对居民消费增长具有显著促进作用,洞庭湖地区和大湘西地区流通产业发展对居民消费增长的影响作用不够显著;流通产业发展能够显著促进乡村公共服务水平提升,作用大小依次是湘南地区、洞庭湖地区、大湘西地区和长株潭地区。因此,提出推进城乡流通一体化发展、促进流通产业提质转型及健全流通产业保障机制等政策建议。

As the basic and leading industry of national economy, circulation industry plays an important role in the process of Rural Revitalization. Firstly, this paper constructs the theoretical analysis framework of circulation industry boosting rural revitalization from three dimensions of industrial structure optimization, residents’ consumption growth and public service promotion. On this basis, it constructs an econometric model to measure the effect of circulation industry boosting rural revitalization. The results show that: the development of the circulation industry can significantly promote the upgrading of the industrial structure, the effect from strong to weak is Chang-Zhu-Tan area, southern of Hunan and Dongting Lake area, while the influence of western of Hunan is not significant;the development of the circulation industry can significantly promote the growth of residents’ consumption, the development of the circulation industry in the Chang-Zhu-Tan region and the southern Hunan region has a significant role in promoting the growth of the residents’ consumption, while the development of circulation industry in Dongting Lake region and western area of Hunan has no significant effect on the growth of resident consumption;the development of circulation industry can significantly promote the improvement of rural public service, and the effect from strong to weak is southern area of Hunan, Dongting Lake, western area of Hunan and Chang-Zhu-Tan area. On this basis, it puts forward policy recommendations such as promoting the integrated development of urban and rural circulation, promoting the upgrading and transformation of the circulation industry, and improving the circulation industry guarantee mechanism.
