云南省废旧地膜回收利用机制构建的探析 被引量:2

摘要 地膜覆盖技术的应用带来了巨大的经济效益,但长期以来存在重使用、轻回收的现象,地膜残留污染已成为云南农业绿色发展的挑战和云南农业面源污染的主要来源之一。废旧地膜属于可再生利用资源,做好回收工作是实现绿色可持续发展的关键。目前云南省废旧地膜回收利用率还偏低,距离国家标准还有一定的差距,云南省急待建立一套完善的废旧地膜回收利用机制。通过对云南省地膜使用及回收利用现状和存在的问题进行分析,提出云南省的废旧地膜回收应该从构建政府监督机制、“谁生产谁治理”机制、“谁使用谁治理”机制、回收网点激励机制、回收企业管理机制、创新型回收利用机制这6个方面来进行完善。 The application of plastic film mulching technology has brought huge economic benefits,but for a long time there has been a phenomenon of heavy use and light recycling.The residual pollution of plastic film has become a challenge to the green development of agriculture in Yunnan and one of the main sources of agricultural non-point source pollution in Yunnan.Waste plastic film is a renewable resource.Recycling is the key to achieve green and sustainable development.At present,the recycling rate of waste plastic film in Yunnan Province is still low,and there is still a certain gap between it and the national standard.Therefore,it is urgent for Yunnan Province to establish a complete recycling mechanism of waste plastic film.Through analysis of plastic film recycling status and existing problems in Yunnan Province,this paper puts forward that the recycling of waste plastic film in Yunnan Province should be improved from six aspects:government supervision mechanism,“who produces,who governs”mechanism,“who uses,who governs”mechanism,incentive mechanism of recycling outlets,management mechanism of recycling enterprises and innovative recycling and utilization mechanism.
