促进供热行业低碳化发展的政策机制研究

Research on Policy Mechanism of Promoting Low-Carbon Development of Heating Industry

供热行业仍严重依赖高碳化石能源,可再生能源等低碳供热的处境艰难.在碳达峰、碳中和的目标要求下,亟待消除供热行业低碳化发展的制度性制约,构建促进低碳供热规模化发展的长效机制和制度体系.本文分析了供热行业低碳化发展的形势和要求,可再生能源等低碳热源发展面临的艰难处境;并探讨供热行业现行的供热价格形成机制、税收和补贴政策,及其对供热行业低碳化发展的影响;研究提出了构建对特殊群体的精准补贴制度等五项建议.

The heating industry is still heavily dependent on high-carbon fossil energy,renewable energy and other low-carbon heating sources face many difficulties and challenges.Under the requirements of carbon peak and carbon neutralization,it's urgently needed to eliminate the institutional constraints on the low-carbon development of the heating industry and build a long-term mechanism and institutional system to promote the large-scale development of low-carbon heating.This paper analyzes the situation and requirements of low-carbon development in heating industry and the difficult situation faced by the development of low-carbon heat sources such as renewable energy;and also discusses the current heating price formation mechanism,tax policy and subsidy policy in the heating industry,and their impact on low-carbon development of the heating industry.Five policy suggestions have been put forward,including build a precise subsidy fond for special groups,etc.
