老龄化背景下我国长期护理保险制度发展路径研究

Research on the Development Path of China’s Long-term Care Insurance System in the Context of Population Aging

随着人口老龄化程度的加深,失能失智老人数量随着增多,家庭照料能力逐渐降低,为解决居民家庭照料负担,我国政府开始推行长期护理保险制度。本文通过对比分析我国试点初期6个城市长期护理保险制度的相关文件,发现当前试点城市的政策文件依旧不成熟。针对分析的问题提出了扩大长期护理保险制度参保对象覆盖面、统一长期护理保险制度保障对象的鉴定依据、扩大长期护理保险照护服务项目范围以及拓展长期护理保险筹资渠道等建议。

With the worsening of population aging,the number of disabled and mentally retarded elderly is increasing,and the family care capability is gradually decreasing.In order to relieve the residents from the burden of family care,Chinese government began to implement the long-term care insurance system.By comparing and analyzing the relevant documents of long-term care insurance system of six domestic cities in the early stage of experiments,this paper finds that the policy documents of the current pilot cities are still immature.In view of the problems analyzed,some suggestions were put forward,such as expanding the coverage of the insured,unifying the identification standards of the insured,extending the scope of care services,and expanding the financing channels of the long-term care insurance.
