环境管理体系建设在街乡镇大气污染防治中的应用——以北京市大兴区天宫院街道为例

Application of Environmental Management System Construction in Air Pollution Prevention and Control in Township Government——Taking Tiangongyuan Street,Daxing District,Beijing as an Example

为了提升街乡镇及基层大气污染防治水平,发展更为科学合理的环保第三方服务模式,指出了街乡镇大气污染防治中存在的问题,包括大气污染物类型多元化、污染源排放量大、环境管理力量不足、人们环保意识较差,提出了以治理本地大气污染排放为主的环境管理服务模式,分析了项目推进过程中的问题和难点,将其应用于北京市大兴区取得了较好的推广及应用效果,可为下一步大气区域联防联控工作提供参考,为创新环境管理体系建设方法提供思路。

In order to improve the air pollution prevention and control level of street towns and grass-roots units and develop a more scientific and reasonable third-party service model for environmental protection,the problems existing in the air pollution prevention and control of street towns and townships are pointed out,including diversified types of air pollutants,large emissions of pollution sources,insufficient environmental management force and people’s poor awareness of environmental protection.This paper puts forward the environmental management service mode focusing on the treatment of local air pollution emissions,analyzes the problems and difficulties in the process of promoting the project,and applies it to Daxing District of Beijing,which has achieved good promotion and application results,which can provide reference for the joint prevention and control of atmospheric area in the next step and provide ideas for innovating the construction method of environmental management system.
