以装配化装修为抓手提升住房品质的实施策略研究

Research on Implementation Strategy of Improving Housing Quality with Assembly Decoration

《国务院办公厅关于大力发展装配式建筑的指导意见》(国办发〔2016〕71号)提出“推进建筑全装修”以来,各地大力推动住宅全装修交付,逐步淘汰毛坯房,取得了一定成效。但也存在交付即拆除、投诉居高不下、环境污染严重等问题,严重影响了人民群众对住房品质的满意度。为此,北京市将推广装配化装修作为解决住宅全装修矛盾、提升住房品质的重要抓手。通过10年的探索,保障性住房全装修的报修率下降了82.9%,基本实现了装修维护零投诉,形成了可复制推广的经验。为进一步引导各地提升住房品质,建议全面推广北京市经验,按照“实施分类推广、建立倒逼机制、创新服务方式”的工作思路,大力推广装配化装修,更好满足人民群众对高品质住房的美好向往。

Since the task"promoting overall decoration of buildings"was presented in the Guidelines of the General Office of the State Council on Vigorously Developing Prefabricated Buildings(GBF[2016]No.71),the efforts in promoting the delivery of overall finished decoration of residential buildings and phasing out unfinished housing across the country has been fruitful.However,there also exists problems such as demolition after delivery,high complaints and serious environmental pollution,which seriously affect the people's satisfaction with the housing quality.Therefore,Beijing takes the promotion of assembly decoration as an effective means to solve the problems emerging from overall finished decoration and improve housing quality.Through 10 years of exploration,the repair rate of government-subsidized housing on overall finished decoration has decreased by 82.9%,basically realizing zero complaint of decoration maintenance,and forming experience able to be replicated and promoted.In order to further guide all regions to improve housing quality,it is suggested to comprehensively promote the experience of Beijing and vigorously accelerate assembly decoration following the working idea of"implementing classified promotion,establishing reversed mechanism and innovating service mode",so as to better meet people's yearning for high-quality housing.
