全球治理困境之殇与中国方案

The Dilemma of Global Governance and China’s Initiative

当今世界全球治理面临着诸多现实难题和治理困境。国际体系的变迁、领导力的缺失、传统安全问题与非传统安全问题交织是全球治理面临的主要挑战,而主导国治理理念的分歧、意识形态差异和国际权力结构在国际组织中的制度性矛盾是全球治理困境的主要根源。因此,维护国际组织的合法性与权威、完善现有国际制度并推动全球治理的理念重构成为解决全球治理困境的主要路径。中国应在联合国组织框架内积极参与全球治理,践行共商、共建、共享的新全球治理观,并不断创新全球治理的中国方案,继续为推动国际关系民主化发展作出更大的贡献。

Today’s global governance is confronted with many practical problems and governance dilemmas.The change of the international system,the lack of leadership,the interweaving of traditional security issues and non-traditional security issues are the main challenges of global governance,and the differences in governance concepts of dominant countries,ideological differences and institutional contradictions of international power structures in international organizations should be the main sources of the dilemma of global governance.Therefore,maintaining the legitimacy and authority of international organizations,improving the existing international system,and promoting the reconstruction of the concept of global governance have become the main ways to solve the dilemma of global governance.China should take an active part in global governance within the framework of the UN organization,practice the new vision of global governance featuring wide consultation,joint contribution and shared benefits,and keep innovating its approach to global governance so as to make greater contribution to the democratic development of international relations.
