高等教育能打破资源型地区“产业结构锁定”吗

Can Higher Education Break the "Industrial Structure Locking" in Resource-Based Regions

服务地方经济是高等教育的一项重要职能。针对高等教育是否能打破资源型地区产业结构的“低端锁定”效应,促进当地产业结构优化升级这一命题。首先,本文从理论上阐明高等教育对于打破资源型地区产业结构锁定效应的重要意义;其次,结合资源型经济特征,构建资源型地区高等教育综合评价体系和产业结构评价体系,并以山西省为例进行测算;最后,利用VAR模型实证检验了山西省高等教育对产业结构合理化、高度化和生态化的影响。结果表明,山西省高等教育对产业结构优化具有一定的推动作用,但存在滞后效应,且效果有限。资源型地区高校应通过发挥“知识锁定”效应,构建“协同创新”机制和宣扬“创新创业”文化等措施,进一步提升当地产业结构优化。

Serving local economy is an important function of higher education. The article is meant to solve the proposition, that is, can higher education break the “low-end lock-in”effect of the industrial structure in resource-based regions and then promote local industrial structure optimization. Firstly, this paper expounded the significance of higher education to break the lock-in effect of industrial structure in resource-based regions. Secondly, combined with the characteristics of resource-based economy, the paper constructed the higher education comprehensive evaluation system and industrial structure evaluation system in resource-based regions, and then took Shanxi Province as the example to make a calculation. Finally, the paper used the VAR model to empirically test the influence of higher education on the rationalization, upgrading and ecologicalization of industrial structure in Shanxi Province.The results showed that, the promoting effect of higher education in Shanxi Province had both hysteresis and limited characteristics.The colleges and universities in resource-based regions could further improve industrial structural optimization based on "knowledge lock-in" effect, "collaborative innovation" mechanisms and the promotion of "innovation and entrepreneurship" culture.
