海南热带雨林国家公园体制创新路径研究

以在绿色发展观下的海南省热带雨林国家公园体制试点创新路径为主要研究内容,对海南热带雨林区域内自然保护区和森林公园进行实地调查和相关政策研究。结果显示:海南自然资源丰富,在海南进行国家公园体制试点,将有利于海南热带雨林生态保护,加快生态文明建设进度;国家公园规划区域内情况复杂,涉及其他保护区的类型较多,在资源整合中困难较多,在绿色发展观指引下,海南热带雨林国家公园体制试点创新将有利于促进海南热带雨林的整体保护、系统修复和综合治理。研究表明,海南热带雨林国家公园应充分考虑生态系统完整性、景观等级、人类活动对自然环境影响程度等因素,创新保护管理体制机制,合理区划管控分区,统一自然资源管理,协调社区发展,大力普及生态保护知识,科学规划建设项目。此外,国家公园的建设应积极汇聚社会各方智慧,努力把海南热带雨林国家公园打造成我国国家公园建设的典范。

Taking the pilot innovation path research of Hainan Tropical rainforest National Park system under the green development concept as the main research content, field investigation and relevant policy research were carried out on nature reserves and forest parks in Hainan tropical rainforest region.The results showed that Hainan is rich in natural resources, and the pilot national park system in Hainan will be conducive to the ecological protection of hainan’s tropical rain forest and accelerate the construction of ecological civilization.Under the guidance of the green development concept, the pilot innovation of hainan Tropical Rainforest National Park will be conducive to promoting the overall protection, systematic restoration and comprehensive management of Hainan tropical rainforest.This study indicate that Hainan Tropical Rain Forest National Park should give full consideration to the ecological system integrity, landscape level, human activities on the natural environment influence factors, such as innovation protection mechanism of management system, reasonable zoning control partitions, natural resource management, coordination of community development, vigorously popularize ecological knowledge, scientific planning and construction projects.In addition, the construction of national parks should actively gather the wisdom of all social parties, and strive to make Hainan Tropical Rainforest National Park an good example of national park construction in China.
