印度乡村数字素养教育:演进历程、路径选择与现实挑战 被引量:7

摘要 在数字印度建设框架下,印度在全国范围内推动数字乡村建设,以此消除城乡信息鸿沟,提高农村经济发展水平,实现乡村治理的转型。数字乡村建设并非简单通过技术路线来强化乡村社会治理,而是融合乡村新组织建设、乡村领袖建设、社会意识变革这样的深度社会变革,通过数字乡村建设实现乡村治理模式转变,内生出新的治理结构作为数字乡村可持续发展的动力,因此数字技术既是手段也是目的,“技术+人”构成数字乡村建设的完整结构,数字素养教育及实践在“人”的要素形成中发挥了重要的作用。文章通过梳理有关印度乡村数字化政策及实践,分析在数字赋能导向下印度乡村的数字素养教育与服务的演进历程、路径选择与现实挑战。 Under the framework of Digital India initiatives,Indian governments have attached much importance to the construction of digital villages nationwide,aiming to bridge digital divide between urban and rural areas,improve socio-economic development in rural areas and transform rural governance. To build digital villages is not simply to strengthen rural governance through technological means,but a social reform involving efforts in building new organizations,nurturing rural leaders and transforming social awareness. Through building digital villages,Indian government hopes to change rural governance, and thus to develop new governing modes and provide sustainable power for rural development. In this process,digitization is the means as well as the purpose. While“technology+ people” forms the complete structure of digital villages,digital literacy education plays an important role in molding the factor “people”. This article explores Indian policies and practice on rural digitization,and analyses the evolution,path and challenges of Indian digital literacy education under the guidance of the idea of “digital empowerment”.
