农村环境治理现代化的评价指标体系构建

Construction of Evaluation Index System of Rural Environmental Governance Modernization

农村环境治理体系现代化是农村生态治理现代化的必然要求,也是实现农村社会、经济、政治现代化的重要前提基础。以俞可平提出的治理体系现代化五大标准为理论基础,从制度化和规范化、法治、民主化、协调、效率5个维度设计了农村环境治理现代化的评价指标体系,运用网络层次分析法建立农村环境治理体系现代化评价框架,借助Super Decision软件测算各项指标的对应权重。研究发现,效率是农村环境治理体系现代化的首要评价维度,环境治理投入、环境治理产出、政府主体制度化和规范化、环境执法、环境民主决策、农民与外部的协调是影响五大评价维度的主要因素。据此提出,提高农村环境治理效率需要完善环境治理投入产出制度,转变治理职能,加强法治建设,扩大农民参与,以农村环境治理体系现代化助推乡村振兴。

The modernization of rural environmental governance system is an inevitable requirement of the modernization of rural ecological governance,as well as an important prerequisite for realizing the modernization of rural society,economy and politics.Based on the five standards of governance system modernization proposed by Yu Keping,this paper designed the evaluation index system of rural environmental governance system modernization from the five dimensions of institutionalization and standardization,rule of law,democratization,coordination and efficiency,and established the evaluation framework of rural environmental governance system modernization by using network ahp.Super Decision software is used to calculate the corresponding weight of each indicator.The results show that efficiency is the primary evaluation dimension of the modernization of rural environmental governance system,and the input,output,institutionalization and standardization of government bodies,environmental law enforcement,democratic decision-making,and coordination between farmers and the outside are the main factors affecting the five evaluation dimensions.Therefore,to improve the efficiency of rural environmental governance,it is necessary to improve the input-output system of environmental governance,transform governance functions,strengthen the construction of the rule of law,expand farmers′participation,and promote rural revitalization through the modernization of rural environmental governance system.
