公共管理研究范式的嬗变与转换逻辑

The Evolution and Transformation Logic of Public Management Research Paradigm

公共管理学产生后出现过四种颇具影响力和张力的研究范式,即公共行政范式、公共政策范式、公共管理范式和公共治理范式。与这些范式的存在相对应,围绕公共管理问题的学术研究至少经历了四次重要的范式拓展或转换,即从前学科时期的政治管理到公共行政、从公共行政到公共政策、从公共政策到公共管理、从公共管理到公共治理的范式转换。在总结和吸纳已有文献成果的基础上,对不同范式的核心内容、特点、局限、学术背景及其转换过程的重要问题进行分析和讨论,以期对中国公共管理学的理论建构产生新的启示。

After the emergence of public management,there have been four influential and tense research paradigms,namely,the paradigm of public administration,the paradigm of public policy,the paradigm of public management and the paradigm of public governance.Corresponding to the existence of these paradigms,academic research on public management issues has experienced at least four important paradigm expansions or transformations,namely,from political management to public administration,from public administration to public policy,from public policy to public management,and from public management to public governance.On the basis of summarizing and absorbing the existing literature achievements,the paper analyzes and discusses the core content,characteristics,limitations,academic background and important issues of the transformation process of different paradigms,in order to generate new enlightenment for the theoretical construction of Chinese public management.
