摘要
基于逻辑框架法,在把握长江经济带科技创新逻辑与内涵的基础上,构建了由科技创新投入、科技创新合作、科技创新产出和科技创新成效等4个维度、共43个具体变量组成的指标体系,选取2011—2019年长江经济带11个省(市)的面板数据,运用熵值法对其科技创新水平进行测度。结果表明:①长江经济带科技创新水平存在明显的两极分化,下游地区的科技创新水平居于领头羊位置,上游区域则为滞后地区,在空间上呈现出由上向下逐渐提升的趋势,但整个长江经济带及其沿线省(市)的科技创新综合能力均呈较好的增长态势;②科技创新发展具有长期性的特点,长江经济带11个省(市)在2011—2019年科技创新综合水平位次排名上的整体表现较为稳定,说明科技创新水平的提升并非一蹴而就,而是一个长期稳态变化和持续积累的过程;③长江经济带科技创新能力的提升主要受科技创新投入、科技创新合作、科技创新产出和科技创新成效的影响,部分省(市)仍须提升科技创新水平。基于实证结果,建议完善协同创新制度框架,应对资源聚合“磁场效应”,坚持发挥“强核”带动作用,共同促进长江经济带协同创新能力的提升。
In the context of the new development pattern,how to strengthen the synergy and overlap of superior technology innovation resources between the upper,middle and lower reaches of the Yangtze River Economic Belt,improve the technology innovation capacity of the provinces(cities)along the belt and form an overall regional synergy,is an academic proposition of great practical significance.Based on this,this paper adoptes the logical framework method according to the backward and forward logical relationship in the process of technology innovation activities in the Yangtze River Economic Belt,and on the basis of grasping the logic and connotation of technology innovation in the Yangtze River Economic Belt,constructs a technology innovation level evaluation index system consisting of 4 dimensions and 43 specific variables,including technology innovation input,technology innovation cooperation,technology innovation output and technology innovation effectiveness,and selects panel data of 11 provinces(cities)in the Yangtze River Economic Belt from 2011 to 2019 to measure their technology innovation levels by the entropy value method.The research results show that:①From the perspective of space,there is an obvious polarization in the level of technology innovation in the Yangtze River Economic Belt.The level of technology innovation in the lower reaches of the Yangtze River is in the leading position,while the upper reaches is a lagging area,which shows a spatial trend of gradually improving the ability of technology innovation from the upper reaches to the lower reaches.From the dynamic perspective,the comprehensive capacity of technology innovation of the Yangtze River Economic Belt and its provinces(cities)along the line shows a good growth trend,and some provinces(cities)in the middle and upper reaches have great potential for technology innovation.②From the perspective of the development characteristics of technology innovation,the ranking of the comprehensive level of technology innovation of the Yangtze River Economic Belt and its provinces(cities)along the line is relatively stable during the sample investigation period.There are certain fluctuations in individual provinces(cities)but the magnitude of fluctuations is very small,and the overall ranking of most provinces(cities)remains unchanged,which indicates that the improvement of the technology innovation level is not accomplished overnight,but is a process of long-term steady-state change and continuous accumulation.③From the perspective of the influencing factors of technology innovation,the improvement of the technology innovation capability of the Yangtze River Economic Belt and its provinces(cities)along the line is mainly affected by the technology innovation investment,technology innovation cooperation,technology innovation output and technology innovation effectiveness;provinces such as Jiangxi,Guizhou and Yunnan need to strengthen the factor input,departmental cooperation,achievement output and effectiveness improvement of technology innovation.Based on the above empirical results,this paper recommends:①Improving the institutional framework of collaborative innovation to enhance the capacity of regional collaborative innovation;②Addressing the"magnetic field effect"of resource aggregation to balance the development of regional technology innovation;③Insisting on playing the role of"strong core"to promote the innovation development of neighboring regions.In short,the upper,middle and lower reaches of the basin should make concerted efforts to jointly promote the enhancement of technology innovation capacity in the Yangtze River Economic Belt.
