摘要 为了有效降低建筑运维阶段风险水平,丰富我国在该领域风险可接受性研究成果,实现安全与成本最优化,本文回顾了国内外学者在其他工程领域的可接受风险标准研究,并依此对建筑运维阶段可接受风险标准从生命、经济、环境以及社会稳定4个方面进行研究且制定出了相应的标准。在个人生命可接受风险标准基础上,对改进的生活质量指数模型中3个参数w、β、△e的取值进行了研究,并给出了三者在建筑运维阶段的建议取值。基于此模型确定的避免死亡隐含费用,建立了在建筑运维阶段便于决策者使用的最优安全投资方案,并计算了2019年上海市应支付在围护结构上的最优安全投资。 To effectively reduce the risk at building operation and maintenance stage,enrich the research results in this field of risk acceptability,and realize the optimization of safety and cost,this paper reviews the domestic and foreign scholars′ researches on the acceptable risk criteria in other engineering fields,then studies the acceptable risk criteria at the building operation and maintenance stage from four aspects of life,economy,environment,and social stability,and then formulates the corresponding criteria. Based on the acceptable risk criteria of personal life,the values of the three parameters w,β and △e in the improved life quality index modelis studied,then the recommended values of the three parametersare provided. Based on the implied cost of averting a fatality determined by this model,this paper establishes the optimal safety investment scheme which is convenient for decision-makers to use in the building operation and maintenance stage. After that,the optimal safety investment of envelope structure in Shanghai in 2019 is calculated.
