摘要 航空应急救援需要进行跨部门、跨地区、跨行业协同,并需在各级指挥、保障、作业人员之间进行信息共享。为了形成高效协同应对各类应急事件的指挥决策、应变和处置能力,提出基于云平台构建区域级航空应急救援体系架构方案,应用于蒙西、川西南、湖北等区域级航空应急救援体系的建设探索。提出基于通航云的指挥调度技术、空天地互联互通网络通信技术、基于物联网的便携式机动保障技术和基于VR/AR/MR协同训练技术等航空应急救援立体协同关键技术,通过航空应急救援人员培训、防疫物资协同运送和多年航空医疗救援实际案例,验证立体协同应急救援关键技术的可行性。 It is necessary to carry out cross-department,cross-region and cross-industry cooperation for aviation emergency rescue,and is essential to share information among command,support and operation personnel at all levels for rescue task. A regional aviation emergency rescue architecture scheme based on cloud platform was proposed in order to develop the command decision-making,emergency response and disposal ability of efficient collaborative response to all kinds of emergency events. And the exploration for the construction of regional aviation emergency rescue architecture in Western Mongolia,Southwest Sichuan and Hubei was implemented by using the scheme. The key technologies of aviation emergency rescue air-ground cooperation were proposed,such as command and dispatching technology based on the general aviation cloud platform,air-ground interconnection network communication technology,portable flexible support technology based on IOT,and VR/AR/MR collaborative training technology. The feasibility of key technologies of air-ground collaborative emergency rescue was verified by the training of aviation emergency rescue personnel,the coordinated delivery of anti epidemic goods and the actual cases of aviation emergency medical rescue for many years.
