全球化危机与21世纪新帝国主义范式的哲学审视——兼论工业文明新形态的建构问题

Philosophical reflection on the crisis of globalization and the new imperialism in the 21^(th)century:a new form of industrial civilization

自奈格里、哈特等从全球化视角对经典的帝国主义理论范式的时代有效性提出质疑后,国际学术界围绕新帝国主义的本质及其未来趋向等问题展开了激烈争论。实际上,他们的问题不仅在于过分关注全球化对于帝国主义结构塑型的影响,还在于忽视了生态危机对于全球现代化以及工业文明发展的巨大影响。从拉图的生态政治角度看,当代生态危机意味着全球化的危机,意味着启蒙运动以来全球现代化的危机,意味着人类文明可能进入一个新的阶段。在当今世界,建立在国家主权基础上的工业帝国主义正在走向式微,争夺全球生态霸权的新帝国主义开始走上历史舞台。不过,新帝国主义的诞生未必意味着帝国主义与工业文明进入了所谓的“灭绝”或“晚期”,而是很可能意味着它们进入了一个新的历史阶段。对此,我们需要从工业文明新形态视角进行认真反思。

Shortly after Negri and Hart Freud called into question the validity of the classic paradigm of imperialism in globalization,the academic community started a heated discussion on the nature of new imperialism and its prospects. The paper argues that the discussion ignores the enormous impact of ecological crisis on global modernization and the development of industrial civilization as well as showing excess interest in the impact of globalization on imperialist structures. Latour holds that ecological crisis actually implies a crisis of globalization and therefore will initiate a new period of human civilization. Now,the industrial imperialism based on national sovereignty is on the wane while a new imperialism competing for the global ecological hegemony is beginning to take shape. However,this does not necessarily mean the demise of imperialism and industrial civilization. On the contrary,they may have entered a new stage and taken a new form of industrial civilization.
