治理现代化视域中的中国特色社会主义人权话语体系

Discourse on human rightswith the Chinese characteristics: a study based on governance modernization

基于中国人权发展实践而构建中国特色社会主义人权话语体系,是中国参与世界人权对话、推进全球人权治理的内涵要求。实现中国人权话语体系的有效构建,不仅有助于巩固国家文化意识形态战略安全和人权治理能力,而且能够增强和彰显中国国家治理效绩、政治文明影响力和文化自信,为全球治理提供有益启示。构建中国人权话语体系,应当重视三大智识资源,即习近平新时代中国特色社会主义思想中的人权理论、作为人类共同文明成果的人权观念与价值,以及中国优秀传统文化中所包含的积极智识要素的融贯。

To increase China’s participation in the international human rights dialogue and the global human rights governance,we should develop our discourse on human rights with the Chinese characteristics. This effort will improve China’s ideological security and human rights governance,popularize China’s achievement in national governance,and strengthen the influence of China’s political civilization and cultural confidence. Three resources can provide intellectual nourishment: the human rights theory in President Xi Jinping’s thought on socialism with the Chinese characteristics in the new era,the internationally shared human rights concepts and values and the excellence contained in the traditional culture of China.
