国内外河湖生态保护与修复技术标准进展综述

Progress of technical standards for ecological protection and restoration of rivers and lakes

系统归纳梳理了美国、澳大利亚、日本、欧盟等国家地区,部分国际组织,我国水利部、生态环境部等相关行业部门以及北京、浙江等地区的河湖生态保护与修复相关技术标准进展情况。我国河湖生态保护与修复工作处于起步阶段,近10年相关技术标准快速发展,但由于河湖生态系统本身的动态性、影响因素的复杂性和河湖治理工作的阶段性特征,相关技术标准体系需补缺项、强弱项,进一步完善提升。

Ecological protection and restoration of rivers and lakes is an ecological protection action to restore the ecosystem of rivers and lakes to a more natural state and improve its ecological integrity and sustainability by taking engineering and non-engineering measures on the basis of giving full play to the self-healing function of the ecosystem.This article systematically summarizes the progress of technical standards related to ecological protection and restoration of rivers and lakes in the United States,Australia,Japan,the European Union and other countries and regions,some international organizations,the Ministry of Water Resources,the Ministry of Ecology and Environment and other relevant industry departments in China,as well as Beijing and Zhejiang.The analysis shows that the developed countries or regions in the world have elevated their research results to the level of national policies and legislation,which is worthy of our reference;the work of river and lake ecological protection and restoration in China is in the initial stage,and the technical standards related to river and lake ecological protection and restoration in China have been developed rapidly in the past ten years,but due to the dynamic nature of the river and lake ecosystem itself,the complexity of the influencing factors and the complexity of river and lake management,the relevant technical standard system needs to fill in the missing items,strengthen the weak items,and further improve and upgrade.
