“以党的政治建设为统领”命题是中国共产党人在关照全面从严治党新实践的基础上得出的科学结论,内在地蕴涵着党的政治建设之于新时代党的建设的统率领导、统摄引领及统合领持作用。这一命题是中国共产党人对马克思主义党建理论的原创性贡献,为社会主义国家破解政党治理难题贡献了中国智慧、中国经验和中国方案。新时代,以党的政治建设为统领全面加强党的建设是一项系统工程,应从抓好首要任务、稳固政治根基、构建四维治理链、提高“政治三力”四个方面着手,整体谋划相应的行动方案和实践路径。

The proposition of make enhancing the party politically the guiding principle is the scientific conclusions drawn by the CPC on the basis of the new practice of overall strict governance of the party.The proposition contains the leading role of the party’s political construction in the new era.The proposition is the original contribution of the Chinese Communists to the Marxist theory of Party building,for the world’s political parties,especially the Marxist political parties to solve the problem of party governance to contribute to the Chinese program.Make enhancing the party politically the guiding principle is a systems engineering.In the new era,we should focus on the first task,consolidate the political foundation,construct the four-dimensional governance chain and improve the capacity for political judgment,thinking,and implementation.
