环境信息披露对绿色创新发展质量的影响——基于PSM-DID&DDD方法的准自然实验研究

新时代发展背景下,环境规制的内涵有了新的时代特色,信息披露作为一种公众参与型非正式环境规制工具在解决环境问题中的作用也逐渐凸显。从地市级城市宏观和企业微观双视角验证其影响:环境信息披露的实施促进了绿色创新发展,符合环境规制的创新“补偿效应”理论逻辑,四大经济区和经济特区环境信息披露的绿色创新发展效应区域差异显著;环境信息披露显著促进了清洁型企业绿色创新发展,却抑制了污染型企业绿色创新发展,相比而言,对清洁型企业绿色创新发展的影响程度略小;微观企业层面验证了环境信息披露显著促进企业绿色创新发展,东部经济区创新“补偿效应”大于成本“抵消效应”,环境信息披露促进企业绿色创新发展,中部、西部和东北部可能由于其对创新成本产生的“挤占效应”,环境信息披露对创新发展具有阻碍作用。研究结论进一步补充了环境规制的创新补偿效应观点,对中国制定环境规制政策驱动绿色创新发展有一定的启发作用。

Under the development background of the new era, the connotation of environmental regulation has new characteristics of The Times, and information disclosure, as an informal environmental regulation tool of public participation, is playing an increasingly prominent role in solving environmental problems.This article from the perspective of prefecture-level city macroscopic and microscopic double verified its influence, the research conclusion is as follows: the implementation of the urban environmental information disclosure to promote the city green, innovation and development, accord with environmental regulation innovation logic“compensation effect”theory, four major economic zones and special economic zones, environmental information disclosure have significant impact on the development of green innovation area;Environmental information disclosure significantly promotes the green innovative development of clean enterprises, while significantly inhibits the green innovative development of polluting enterprises. Micro verify the environmental information disclosure of enterprise level significantly promotes the development of green innovation, eastern economic zone innovation“compensation effect”is greater than the cost of“offset effect”, green environmental information disclosure to promote enterprise innovation and development,central, western and northeast may be due to its“squeezing out effect”of the innovation cost,environmental information disclosure on innovation and development has more effect. The conclusion of the study further complements the viewpoint of innovation compensation effect of environmental regulation,which has certain enlightening function for China to make environmental regulation policy to drive green innovation development.
