既有建筑绿色改造是完成我国碳减排目标的必由之路,其市场有序运行离不开市场多主体协同下进行主动治理。基于既有建筑节能改造市场运行视角,探讨了国外既有建筑节能改造的EPC模式、风险共担、激励机制和能效标识制度等理论研究动态;从法律法规、信息传递机制、激励政策和融资环境等4个方面概栝了国外既有建筑节能改造市场运行的实践特征。从政府监管、行为策略、收益分配和融资模式等4个方面梳理了我国既有建筑节能改造市场运行的理论研究成果,总结了我国既有建筑节能改造市场运行实践工作。基于市场治理视角,从既有建筑绿色改造市场治理特殊性分析着手,论证了既有建筑绿色改造市场治理体系优化与运行实践研究的理论价值与实践紧迫性。

Green transformation of existing buildings is the only way to achieve the goal of carbon emission reduction in China,and its orderly operation of the market is inseparable from the active governance under the coordination of multi-agent market.Based on the perspective of market operation of existing building energy-saving renovation,this paper discussed the theoretical research trends of EPC mode,risk sharing,incentive mechanism and energy efficiency labeling system of foreign existing building energy-saving renovation,and summarized the practical characteristics of foreign existing building energy-saving renovation market operation from four aspects of laws and regulations,information transmission mechanism,incentive policy and financing environment.From four aspects of government regulation,behavior strategy,income distribution and financing mode,this paper combed the theoretical research results of China’s existing building energy-saving reconstruction market operation,and summarized the practical work of China’s existing building energy-saving reconstruction market operation.Based on the perspective of market governance,starting from the analysis of the particularity of existing building green transformation market governance,this paper demonstrated the theoretical value and practical urgency of existing building green transformation market governance system optimization and operation practice research.
